John Graves, Esq., President

John Graves became the president of Vision America in December, 2016. Prior to assuming leadership of Vision America, John served in various roles alongside its founder, Dr. Rick Scarborough, for 15 years, mobilizing and encouraging pastors and Christians across the country to be voices of truth to our nation. John has served local churches and parachurch organizations since he met God in 1986 during his sophomore year in college.

In addition to serving as the president of Vision America, John is an attorney, accountant, business owner, and pastor. Once “anti-political,” John felt compelled to become involved in the civic arena by the events and aftermath of September 11, 2001. He soon ran for U.S. Congress in Texas.

Over the years, John has become even more convinced that when Christians, and especially pastors, lead others to become involved in civic issues, they can and do make a massive impact on the culture.

His beliefs that God gave leaders as gifts to the Church and that Jesus is the only hope for any nation led him to develop Acts 20:28 Pastors, bringing resources and breakthrough technology to today’s church leaders to help mobilize people of faith to vote.

John received his B.B.A. in accounting at the University of Texas at Tyler in 1990. He received his law degree at Texas Tech University School of Law in 1993, and was selected to the National Order of Barristers. John currently serves on the board of Jack Hayford Ministries. He and his wife, Nicole, have five children, and actively serve in their local church.

Dr. Rick Scarborough, Founder

Dr. Scarborough graduated from Southwestern Baptist Theological Seminary in 1978 and earned a Doctor of Ministry Degree from Louisiana Baptist Theological Seminary in 1996. He holds a Bachelor of Arts Degree from Houston Baptist University, with a double major in Political Science and Speech.  He did additional studies in Greek at Dallas Theological Seminary.  He founded Vision America in 1998.

Dr. Scarborough has appeared on Fox News, CNN, MSNBC and CBS Evening News and numerous other television and radio programs. The work of Vision America has been featured in several documentaries and specials such as CNN’s award-winning special, “God’s Warriors,” and the HBO documentary, “Friends of God.” Dr. Scarborough’s work was also featured on the front page of the Washington Post. He has written several books and booklets and contributed to numerous periodicals.  In 2016, he released Mighty Men Stay on Track.

In March 2018, Dr. Scarborough began a new ministry working in Washington, D.C., as Skyline Wesleyan Church’s SkylineDC Pastor.  He is devoting that time to disciple members of Congress and other governmental leaders. He is initiating bible studies, focusing on the various agencies and departments such as the State Department, Department of Health and Human Services, the Judiciary, Department of Energy, White House Staff, to name a few.


After 40 plus years of pastoring and mobilizing pastors into the civil arena, he is utilizing his broad experience to bring the Gospel to Washington, D.C. Vision America now possesses a unique opportunity to bring meaningful change to America’s Capitol. Dr. Scarborough and John Graves are planning to bring hundreds of pastors to Washington, D.C., as we seek to fulfill the grand vision of Dr. Jim Garlow, Pastor of Skyline Wesleyan Church.   Please pray for Dr. Scarborough as he works with both Skyline Church and Vision America.

Dr. Scarborough and his wife, Tommye, have two grown children, Misty and Richard, and one daughter in heaven, Kathryn, who finished her assignment here in 2004 at 25 years of age.
